This position is located in Fraud Detection and National Security Directorate, HQFDNS, Intelligence Division. As a Management and Program Analyst, you will use evaluative and analytic tools and techniques to assess the effectiveness of intelligence programs and efficiency of management, prepare and provide reports and recommendations for management, and advise on processes for data management and integrity..

Duties

Aggregates, cleans, validates, summarizes, and formats data measuring activities, efficiency and utility of intelligence operations and effectiveness of national security programs using analysis and visualization software programs and tools Creates, develops, and maintains databases and data systems utilized for project and departmental functions, operational requirements, report generation, and dashboard development. Applies experience and comprehensive knowledge of management principles and processes and the analytical and evaluative methods and techniques for assessing program and improving organizational effectiveness and efficiency. Advises and provides expert analytical support to management on problem definitions, planning methodologies, policies, and procedures to resolve complex policy questions affecting critical national security programs with impact across components Develops and maintains operational and comprehensive reports, addressing elements such as work measurement, national security and intelligence trend analysis, efficiency, effectiveness, productivity, and data quality reviews. Develops recommendations or conclusions which may serve as the basis for substantive changes in the organization and administration of nation-wide national security and intelligence programs

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 12/16/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 12/16/2024. GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Serving as an analyst and/or advisor to program officials with responsibility for evaluating a mission-critical program or agency wide functional program and its operations; Applying and adapting a wide range of qualitative or quantitative methods for the design and conduct of comprehensive management and program studies where the boundaries of the studies are broad; Overseeing the development of evaluation plans, procedures, and methodologies; Transforming data management findings and/or recommendations into written reports and/or briefings for presentations to senior leadership and other key stakeholders; and Advising management and recommending solutions to problems. The Fraud Detection and National Security Directorate (FDNS) was established within USCIS to strengthen national security and the integrity of the country's legal immigration system by closely aligning the adjudication of immigration benefits and services with the identification of potential threats to national security and/or public safety, the detection and deterrence of fraud, and the use of law enforcement and intelligence information to ensure optimal security for U.S. communities. FDNS systematically identifies updates, and records indicators of fraudulent activities; manages fraud cases; identifies vulnerabilities and other weaknesses that compromise the integrity of the legal immigration system; and coordinates and provides logistical support in law enforcement and national security matters. FDNS is the primary conduit for information sharing and collaboration with law enforcement and intelligence agencies.
