You will serve as a SHIPBUILDING SPECIALIST in the LOGISTICS AND ACQUISITION DEPARTMENT, CONTRACTING CUSTOMER SERVICE DIVISION (Code 420) of PEARL HARBOR NSY AND IMF. SALARY RANGES: GS-11: $75,640 - $98,330 GS-12: $90,662 - $117,856

Duties

You will perform evaluation, surveillance and monitoring of all repairs, overhauls, modernizations, alterations and conversions of Navy surface ships, submarines, and other vessels. You will plan and coordinate on-site reviews for the evaluation of personnel protection/prevention and safety programs for compliance with appropriate procedures and specifications. You will conduct daily shipboard safety inspections and make on the spot recommendations to correct unsatisfactory or unsafe conditions, reporting findings to the appropriate party. You will utilize the output of various contractor systems and procedures for cost estimating, labor and overhead, budgeting purchasing and resource planning. You will review and evaluate contractor's proposals for the purpose of providing input to and/or negotiating labor and material costs. You will monitor the contractor's cost control systems during contract performance, recommend cost approval or disapproval and participate in negotiations to correct actions. You will develop repair specifications and government estimates in support of various contracts, including Submarine, Surface Ship, Simplified Acquisition Procedures Contracts. You will take positive measures to prevent unauthorized modifications/alterations to any vessels (surface ship, submarine, small vessels and living barges) during availability.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This position requires computer training and operation of Navy unique programs/systems.
  • The incumbent must complete satisfactory training and certification meeting NAVSEA requirements for SUBSAFE Awareness.
  • The incumbent must complete satisfactory training and certification meeting NAVSEA requirements for NAVSEA Basic Paint Inspector qualification.
  • The incumbent must complete satisfactory training and certification meeting Non Destructive Testing (NDT) qualified as Visual Inspection (VT) Level II for welding inspections.

Qualifications

For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience developing ship modernization or repair specifications and cost estimates; performing surveillance of contractors' ship modernization and repair products and services to ensure compliance with contract and specification requirements; and recommending improvements to contract performance (e.g. labor and material cost control, project schedule adherence). For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience developing repair specifications and cost estimates; and performing surveillance of contractors' ship modernization and repair products and services to ensure compliance with contract and specification requirements. Education

For the GS-11: Education may be substituted for specialized experience as follows:
  • successful completion of a Ph.D. or equivalent doctoral degree; or
  • successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; or
  • successful completion of an LL.M. degree that is related to the position being filled; or
  • a combination of experience and graduate education as described above that equates to one year of experience
