You will serve as a Non-Medical Clinical Counselor in the Fleet and Family Support Program (FFSP) (N914) of US NAVAL BASE GUAM.
THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act FY 2020 Public Law 116-92 amended Section 9905 of title 5, US Code (U.S.C.) to streamline and simplify certain DOD civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.
Duties
You will serve as a Non-medical Clinical Counselor within Commander, Navy Installations Command (CNIC), Fleet and Family Readiness Department (N9), Family Readiness Division (N91), Fleet and Family Support Program (FFSP).
You will provide nonmedical clinical counseling to individuals, couples, families, and groups on commonly occurring personal and family issues/circumstances, adjustment to military life, and psycho-educational training programs.
You will receive and assess referrals made by military and civilian agencies for individuals, couples, families, and groups experiencing situational stressors.
You will provide direct, short term, solution focused nonmedical clinical counseling services using psychotherapeutic services, such as cognitive therapy, solution-focused brief therapy, family systems therapy, expressive therapies, etc.
You will assess individual/family needs, and explore basic personality structures in relation to behavior patterns, mechanisms, and symptoms.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
Qualifications
In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Providing short term, solution focused psychological counseling for individuals, couples, families and groups of people in crisis; 2) Receiving initial reports and providing safety planning, risk assessment and case management related to child abuse and spouse abuse; 3) Developing and providing treatment targeting at-risk and substantiated victims and offenders of family violence; 4) Maintaining case records, assessments and treatment plans documenting clinical counseling in accordance with policies and regulations.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess.
Applicants for the 101 Social Science series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Degree in behavioral or social science; or related disciplines appropriate to the position;
or
A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field;
or
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Applicants for the 185 Social Work series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Degree in social work. Must fulfill all of the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education.
Applicants for the 180 Psychology series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Degree: major or equivalent in psychology for all specializations.
For clinical psychology: Satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required.
For counseling psychology: Satisfactory completion of 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology is required.
