You will serve as a SUPERVISORY INTEGRATED PREVENTION COORDINATOR in the FLEET AND FAMILY READINESS (N9) of US NAVAL BASE GUAM. THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Direct Hire Authority for Shortage Category/Critical Need, 5 U.S.C. 9902(b)(2), 6/6/2017.

Duties

You will plan, manage, coordinate, implement and evaluate training, education, and outreach for integrated prevention programs. You will serve as advisor and technical prevention expert to commands on the installation. You will organize, set and monitor workflow of the Integrated Prevention Programs. You will advise, counsel, or instruct employees' on work and administrative matters. You will identify existing or potential risk factors that can lead to problematic/destructive behaviors and recommends preventive measures.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following skills: 1) advisor and technical prevention expert overseeing problematic/destructive behavior (e.g. suicide, sexual harassment and assault, substance misuse, family and interpersonal violence, workplace violence and military equal opportunity) to promote a healthy climate. 2) knowledge of social science principles, concepts and techniques related to prevention programs, 3) delivering prevention trainings/education and 4) identify needs, trends, and performance measures to evaluate program effectiveness to make process improvement recommendations. Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess

Degree: behavioral or social science; or related disciplines appropriate to the position.

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
