About the Position: As Army Community Service Manager at a large installation, develops and implements a myriad of service delivery models designed to maximize Soldier, Retiree, Family, Survivor and Civilian adaptability, promote-self-reliance and Readiness.

Duties

Establishes current and long-range program plans considering the mission of the installation, troop strength, local needs, budget, staff and facilities. Directs, and develops plans and procedures and implements regulations. Prioritizes service delivery, service changes, and projects in terms of user needs, affordability, and guidance. Plans for and effectively uses resources allocated to installation ACS programs and services. Maintains a variety of fiscal data and service statistics for planning purposes and oversees preparation of special and recurring reports. Supervises employees assigned to ACS; plans work to be accomplished-by subordinates, set priorities and establish schedules for work completion. Develops and maintains professional standards of service and ensure that programs are carried out in accordance with governing laws, policies, regulations, and professional standards. Serves as a Unit Service Coordinator (USC), providing services to designated military units. Coordinate with other installation Family Program activities. Represent the ACS program with a variety of family and soldier activity councils and boards to stay informed on operations and/or to coordinate programs and requirements. Maintain liaison with civilian and military-related social and human services organizations. Coordinate services based on need. Provide direct services in ACS work life programs. Assist in Army Emergency Relief referrals.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent may be required to obtain and maintain a T3 secret security clearance.
  • This is a supervisory position; it may require a one-year supervisory probationary period.

The entry requirement requires completion of education or a combination of education and experience sufficient to be comparable to that normally acquired through the completion of a four year course of study with a major in the professional or scientific field. Basic Requirement for Army Community Service Manager (101): Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position. OR Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience GS-13: One year of specialized experience which includes managing a large multi-faceted organization comprised of professional, technical and administrative employees providing a variety of services and facilities; maintaining a variety of fiscal data, service statistics, and allocating resources. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Information ManagementOrganizational AwarenessPlanning and EvaluatingStrategic Thinking Time in Grade Requirement GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
