This position is assigned to the Policy and Planning Division, Management Services Office, Office of the Executive Director, Bureau of Diplomatic Security. You will serve as a Program Analyst responsible for working with organizational segments of the Bureau in the review and revision of established policies and in the research, analysis, and establishment of new policies.

Duties

Provides guidance in defining policy requirements and in formulating policies that enable the accomplishment of program responsibilities effectively and in accordance with laws and regulations affecting the diplomatic security area. Serves on inter-agency working groups that consider, develop, coordinate and promote security policies, standards and agreements on overseas security operations, programs and projects that affect U.S. Government agencies. Serves as the focal point for Office of Inspector General, Government Accountability Office and Security Review Committee efforts. Review reports, recommends assignments to analysts. Provides substantial continuing analyses and advice to program managers in conjunction with new/revised policies, program reviews, and program evaluation.

Requirements

  • Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: -Experience developing international policies and procedures, planning and coordinating activities and reconciling differing or conflicting viewpoints. -Experience drafting international security policies and coordinating an international security policy board to ensure comprehensive policies are reached and approved. -Experience interpreting and explaining international security policy to leadership, other organizational partners and subject matter experts. There is no substitute of education for specialized experience for the GS-13 position.
