This vacancy is for a GS-0343-14, Supervisory Management And Program Analyst located in the Department of Homeland Security, U.S. Coast Guard, POLICY AND STANDARDS DIVISION.

Duties

You will serve as a Supervisory Management And Program Analyst and work in the Personnel Policy and Standards Division of the Office of Military Personnel, Personnel Directorate in Washington, DC. You will formulate policy on all aspects of military personnel management and act as the Coast Guard's primary representative to joint service policy working groups sponsored by the DoD Under Secretary of Defense (OSD) for Personnel and Readiness (P&R). You will serve as an author, reviewer, senior editor, principal process advocate, and adjudicator of policy origination, amendments, and repromulgation of regulation due to service need or at lifecycle expiration.

Qualifications

To qualify at the GS-14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Conducting complex studies on policies related to improvement of workforce management, and interpretation of data; assisting with development of Legislative Change Proposals that improve workforce management authorities; and serving as an author for policies and their associated relevancy and lifecycle management. Tracking and reviewing policies and instructions enacted by the Department of Defense (DoD) Directive Division. Planning, prioritizing, scheduling, directing, and coordinating all workload for a team of six or more personnel. NOTE: Education cannot be substituted for experience at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
