You will serve as a INFORMATION TECHNOLOGY SPECIALIST (APPSW) in the DATA DIVISION of FLT NUMER OCEANGPHY METEO CTR. This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

Duties

You will act as primary customer interface for bulk data delivery applications including account and password management and trouble call resolution. You will write programs in basic scripting languages such as PERL and utilizes SGL to interact with relational databases. You will identify software problems and malfunctions, assist in formulating corrective action, and ensure that anomalies are forwarded via Command guidelines for resolution. You will prepare test data and conduct functional testing of new software written by the incumbent or other members of the programming team.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. ** AND ** In addition to the four competencies above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying knowledge of standard software engineering principles used to develop software from concept to distribution. Experience applying knowledge of databases and using SQL, PERL, UML, XML, and commercial database software including PostgreSQL, MS SQL, or other database software. Experience applying knowledge of the LINUX and MS Windows operating systems and scripting languages. Experience applying knowledge of Web/Internet Technology and concepts, and implementing systems using Microsoft IIS, Apache, Java, MS FrontPage, MS Publisher, or other Internet/Intranet tools. Experience using standard communications software such as File Transfer Protocol (FTP) and Transmission Control Protocol/Internet Protocol (TCP/IP). Experience applying knowledge of software documentation procedures. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess.

BASIC REQUIREMENTS:

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions.

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience, provided it demonstrates the knowledge, skills, and abilities necessary to do the work of the position:

Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree
