You will serve as a SUPV IT SPECIALIST (POLICY AND PLANNING) N6 Information Technology Services Department (ITSD) at the FLT NUMER OCEANGPHY METEO CTR.

Duties

You will provide leadership in the FNMOC C4IM involving the creation of frameworks for defining, evolving, and improving information management functions across the command. You will create and facilitate budget requirements for the command’s Program Objective Memorandum (POM) submission. You will act as the chief advisor and consultant to the Department Head N6 ITSD, Technical Director, Executive Officer, and Commanding Officer relating to all C4IM operations and programs. You will interface with Naval Oceanographic Office (NAVOCEANO) N6 offices to ensure timely and efficient support of FNMOC work units located within NAVOCEANO spaces and using NAVOCEANO networks. You will plan, coordinate, review, and approve information management support for the serviced commands. You will present new ways IT investments can contribute to the mission/business strategy. You will provide budgetary information for near term and long-range planning purposes. You will exercise position management responsibilities and ensures position structures are designed and structured to ensure optimum efficiency, effectiveness and economy in accordance with local and higher-level policies. You will ensure subordinate employees' position descriptions are current, valid, and support command mission and objectives. You will evaluate subordinate supervisor's performance, sets performance standards and initiates awards. You will assure full compliance with Equal Employment Opportunity policy and regulations.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and demonstrated ability to lead and manage a group of highly technical contractors and government civilian personnel of varying competencies in an unstable business and technology environment. Experience and demonstrated ability to research problems and issues in order to develop plans and strategies to develop the IT infrastructure to support short and long range regarding FNMOC HPC goals, objectives, and plans. Experience and mastery knowledge of the principles, functions, and processes of management and the organization of work to evaluate, select, and advise others on the application of architecture modeling tool sets used to document, maintain, and enhance the architectural planning process. Experience and mastery of IT theories, principles, standards, and business practices related to High Performance Computing. Experience and mastery of professional project management practices sufficient to manage a portfolio of projects and to represent the Command and Agency on interagency work groups established to develop government wide IT policy initiatives and solutions to critical issues. Experience and mastery of Project Management theory and practice applied to HPC projects sufficient to produce detailed work breakdown in a resource-constrained environment, manage the execution of, and close out complex projects. Experience and mastery of and skill in applying capital planning regulations and policies as applied to the agency's business requirements. Experience and knowledge of the Navy's budgeting and Program Objectives Memorandum (POM) process. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
