You will serve as the Deputy Operations Officer, which is a Supervisory IT Specialist (PLCYPLN) in the FLEET NUMERICAL METEOROLOGY & OCEANOGRAPHY CENTER of FLT NUMER OCEANGPHY METEO CTR.

Duties

You will serve as the Deputy Operations Officer, the principal expert on numerical weather prediction operations. You will develop the department's input to consolidated information system requirements through close coordination with department project managers and system managers. You will supervise the accomplishments of environmental support objectives of the department providing technical guidance to military and civilian personnel within department to achieve support objectives. You will conduct liaison with external organizations regarding current and future FNMOC requirements. You will establish, execute, and take responsibility for the department's projects. You will develop plans and strategies to support short- and long-range department goals and objectives. You will represent the organization on senior work groups established to develop government wide or department wide policy, initiatives, and solutions to critical issues. You will conduct reviews of operational programs and projects and evaluate metrics to assess system performance and total cost of ownership. You will oversee the administration of job performance objectives and appraisals for all the department civilians.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 0801 level Advanced within 12 months of appointment.
  • Cyber IT/CSWF Program Requirements. Min 40 hours of Cyber IT/CSWF related continuous learning.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to meet any applicable credentialing or privileging requirements prior to appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Mastery knowledge of information systems technologies including high performance computing, data and product distribution and communications. Mastery knowledge of air ocean sciences and their technical applications to computer generated fleet environmental support products; Proficiency in project and personnel management. Comprehensive knowledge of the organization, policies, budgeting processes, operations, goals and objectives of the Navy and CNMOC. Experience leveraging knowledge to work with operators in support of real world operations. Ability to research problems and issues, work across organizational lines and apply mature judgment in solving those issues. Knowledge of the DoD personnel management system as well as civilian and military management responsibilities. Knowledge of configuration management and process control. Knowledge of contract management processes. Knowledge of Federal Acquisition Regulations and Navy rules and procedures for budget planning and execution. Verbal and written skills sufficient to formulate written or oral presentations of findings and clearly communicate their significance and operational impact. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
