This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Human Capital, Talent Acquisition & Benefits Group (TABG), Division of Client Operations (DCO) A. As a Supervisory HR Specialist, GS-0201-14, you will serve as Deputy Director in the Division of Client Operations (DCO) helping set human capital policies and objectives, and directing the nationwide activities of DCO.

Duties

Provide managers with interpretations of related procedures, practices, policies, and guidelines when the issues are highly controversial or precedent-setting. Negotiate and interact with stakeholders on Division-related functions and anticipated changes. Determine areas with long range planning deficiencies and provides recommendations to correct and/or improve human capital practices. Analyze information for Director, Talent Acquisition and Benefits (TABG) through independent research while exploring system information input/retrieval design alternatives.

Qualifications

ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT. In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Evaluating the quality, effectiveness, or timeliness of Title 5-governed staffing work for one or more HR professionals as a mentor, trainer, or quality reviewer; 2) Managing multiple projects in order to improve Title 5-staffing program compliance or customer/applicant experience; and 3) Using human capital data to craft or implement new operating procedures/processes in response to updated staffing laws, regulations, or policies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CONDITION OF EMPLOYMENT: Delegated Examining (DE) certification is required for this position. You will need to annotate on your resume the date of your DE certification AND the expiration date, OR attach a copy of your DE certificate showing the date of certification and expiration date. If selected and you have only annotated your certification on your resume, you will be required to provide a copy of your certificate.
