You will serve as a THEATER CLEARANCE PROGRAM SPECIALIST in the Antiterrorism (AT), Critical Infrastructure Protection (CIP), and Mission Assurance (MA) Division (J34) in the Operations Directorate (J3) of HEADQUARTERS US INDO-PACIFIC COMMAND.

Duties
You will manage the Theater Clearance Program process to assist in identifying risk mitigation measures and develop recommendations with essential instructions supporting travel to 36 countries.
You will recommend imposing or approving waivers to travel restrictions for personnel traveling in the theater.
You will lead or participate in planning program reviews, vulnerability assessments, or staff assistance visits to subordinate elements for compliance with theater travel clearance instructions, guidelines, and procedures.
You will serve as the Executive Agent and Subject Matter Expert (SME) for the theater-wide Travel Tracker/Individual Antiterrorism Plan (TT/IATP) Program.
You will conduct traveler search functions for travelers to specific countries/regions, conduct periodic spot checks of traveler submissions to ensure compliance with established policies and procedures, and set applicable permission for individuals.
You will coordinate with the TT/IATP Information Systems Security Manager to assist with development and maintenance of a cybersecurity program.
You will ensure the proper handling of and shall not disclose or discuss any classified documents or "For Official Use Only" information unless specifically authorized to do so, or as required, on a "need-to-know" basis.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
GS-13:
Your resume must demonstrate at least one one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector demonstrating an expert knowledge of Department of Defense Travel Clearance regulations and the ability to review, develop and draft revision recommendations when necessary. You must also have a mastery knowledge of antiterrorism, critical infrastructure protection and force protection doctrine and procedures in order to advise on all-hazards situations. You must be able to communicate extremely well both orally and in writing. Examples of specialized experience include: 1) Recommending and specifying policies and methods for enhancing the efficiency of security programs through modifications and applications of new techniques and evolving technology; 2) Formulating, assessing, and managing travelers' requirements; 3) Applying a knowledge of various security systems and software to plan and make recommendations to develop long range studies and requirements to increase their efficiency and effectiveness; 4) Utilizing an extensive knowledge of leadership, management, and personnel administrative concepts to effectively manage and implement security programs; 5) Evaluating and making recommendations concerning overall plans and proposals for major agency and interagency security projects; and 6) Establishing and maintaining extensive liaison with units and personnel for Antiterrorism and Critical Infrastructure Protection matters as well as local, state, and federal international law enforcement agencies.
GS-12:

You must also have widespread knowledge of antiterrorism, critical infrastructure protection and force protection doctrine and procedures in order to counsel on all-hazards situations. You must be able to communicate extremely well both orally and in writing.
