Duties

PRIMARY PURPOSE: To serve as the chief civilian exercising managerial authorities over the 492 Special Operations Wing Plans, Programs, requirements and basing actions, a complex Wing consisting of multiple AFSOC units with multiple Mission Design Series (MDS's) units executing diverse mission sets while engaged in operations with national level impact and/or national interest in major theatres around the world. DUTIES: Fills in for Director, A58, in their absence. Plans, organizes, directs, and oversees plans and programmatic activities for the 492 SOW. Exercises personnel management responsibilities. Analyzes, develops, and evaluates detailed plans, goals, requirements, and objectives for long-range implementation of assigned major command program(s). Using SOF operational experience, actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

  • Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI)
  • Due to the nature of the 492 SOW work, prior military experience as a pilot, navigator, air crew member or Special Operations Forces (SOF) operator is highly desirable.
  • Previous experience working with AFSOC and joint service specialized SOF operations activities and Special Access Programs (SAP), Special Technical Operations (STO) and compartmented programs is desirable.

Qualifications

CONDITIONS OF EMPLYMENT (CONTINUED) The position routinely requires travel away from the normal duty station via commercial or military aircraft. The incumbent may be expected to travel on short notice, often to high-level meetings with other DoD, DoS, USSOCOM, Air Force Services, and Coalition partners. This is a DrugTestingDesignatedPosition. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Incumbent of this position is subject to the possibility of a random drug test. QUALIFICATIONS: In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Management and Program Analysis (0343) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of wing level plans, programs, requirements and basing actions for conducting major operations such as war, mobilization, deployment, exercise, PPBS, acquisition, special operations, or similar operations. Prior military experience as a pilot, navigator, air crew member or Special Operations Forces (SOF) operator is highly desirable; knowledge of agency and command program goals and objectives, the sequence and timing of key events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command and wing entities involved in overall program planning and execution of military operations and evaluations; comprehensive knowledge of a wide range of Congressional/DoD/USAF policies/regulations/laws used to formulate Irregular Warfare requirements, near-peer conflict superiority, Non-Standard Aviation (NSAv) and AFSOC Power Projection Wing (PPW) requirements, Flying training Unit (FTU) requirements, and Programmed Ground Training (PGT), acquisitions, financial management, manpower and personnel, budgeting, programming, contingency and war planning, and mobility planning and operations; knowledge of analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; knowledge of organization, programs, missions, functions, and investigative techniques of the parent military command; thorough knowledge of programs, operations, objectives and policies of management and organizational techniques, systems, and procedures in performing a wide variety of analytical studies and projects related to management improvement, productivity improvement, management controls, and long-range management and methods improvement; and knowledge of the application of Air Force military rated operations or SOF operations expertise, as it applies to assigned programs and assigned weapons systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of wing level plans, programs, requirements and basing actions for conducting major operations such as war, mobilization, deployment, exercise, PPBS, acquisition, special operations, or similar operations. Prior military experience as a pilot, navigator, air crew member or Special Operations Forces (SOF) operator is highly desirable. Knowledge of the application of Air Force military rated operations or SOF operations expertise, as it applies to assigned programs and assigned weapons systems. Expert knowledge of joint special operations command relationships between DOD, USSOCOM, JSOC, and Geographic Combatant Commands, TSOCs, and the capabilities of joint force specialized aviation and the logistical support needed to deploy weapons systems worldwide. Knowledge of agency and command program goals and objectives, the sequence and timing of key events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command and wing entities involved in overall program planning and execution of military operations and evaluations. Comprehensive knowledge of a wide range of Congressional/DoD/USAF policies/regulations/laws used to formulate Irregular Warfare requirements, near-peer conflict superiority, Non-Standard Aviation (NSAv) and AFSOC Power Projection Wing (PPW) requirements, Flying training Unit (FTU) requirements, and Programmed Ground Training (PGT), acquisitions, financial management, manpower and personnel, budgeting, programming, contingency and war planning, and mobility planning and operations. Skill and knowledge in handling, processing, and storing highly classified, compartmented information to include the ability to advise the 492 SOW Commander on classified program issues. Skill to plan, organize, develop, and conduct studies and projects, making recommendations on substantive operating programs, and collaborate effectively with others to develop solutions, coordinate with affected leadership and implement recommendations. Skill to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. Ability to analyze, plan and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to plan, organize, and direct the functions and staff of a medium sized organization as a first level supervisor. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
