MANAGEMENT AND PROGRAM ANALYST, Naval Sea Systems Command, Command Flag Secretariat Office.
Duties
You will plan, direct or conduct a wide range of studies that include developing, analyzing, evaluating, advising on, or improving the effectiveness of work methods and procedures.
You will as a Military Activity Manning and Manpower Manger, be responsible for military manning and manpower (billets-requirements) management for enlisted and officer personnel for NAVSEA).
You will review command manning to identify current or future issues and provide possible solutions to the issues.
You will ensure Sailor to billet alignments are as correct as possible in order to generate the best distribution demand signal possible.
You will be familiar with Total Force Manpower Management System (TFMMS), Master Military Pay Account (MMPA), Unit Management System (UMS), Program Budget Information System (PBIS), enlisted/officer manning and manpower.
You will provide studies that improve the overall efficacy and efficiency of the organization’s management through performance-based customer driven metrics and results management.
You will provide authoritative counsel, technical assistance and support to a wide range of line managers inside the command or project management office.
You will prepare and present a wide range of clear, succinct charts and graphs addressing a number of challenging subjects effectively.
You will plan and establish methods for acquiring the type of information needed to ensure the organization’s management programs are improved.
You will justify departures from previously planned mode or managing organizational structures, work methods, manpower utilization and control.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the pay band NH-02 (GS-11 Equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating workforce manning and manpower programs to identify issues and recommend process improvements for an organization.
