About the Position: In this position you will serves as a Management Analyst supporting the Communication Electronics Command, G8 office Manpower Management Program. You will conduct management and manpower studies, productivity enhancements, provide organizational advice and assistance and assess strength management and accountability.
Duties
Performs Talent Management studies aimed at identifying workforce trends, problem areas, deficiencies, imbalances, or other similar factors in order to develop short and long-range recruitment and outreach strategies and plans.
Utilizes study findings to develop and execute new and comprehensive Talent Management programs and processes to ensure mission success.
Assists Leadership with evaluating Talent Management needs to determine which recruitment, outreach, and workforce development efforts to invest in.
Evaluates the costs of various programs and projects and prepares a justification for proposed expenditures and Initiates appropriate actions to ensure desired outcomes are achieved.
Develops and coordinates Strategic Recruitment and Outreach plans and programs.
Recommends the appropriate plan of action when operational changes arise and executes the approved plan to ensure a successful outcome.
Write and publish Talent Management guidance, memorandums, and briefs.
Utilizes automated recruitment management system.
Analyzes and interprets guidance from higher headquarters on DEI and A policies and procedures for sourcing, identifying, and hiring candidates based on organizational needs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires temporary duty (TDY) travel up to 25% of the time.
- This position is Non-Critical Sensitive (2) requiring a Secret security clearance; the incumbent must be able to obtain and maintain a Secret clearance.
- Appointment to this position is subject to a one year probationary period.

Specialized Experience: One year of specialized experience equivalent to the NH-02 grade level in the Federal service which includes: 1) Developing and coordinating Talent Management programs such as: university visits, outreach efforts, technical training, leadership development, and intern program coordination and management; 2) Assisting Leadership with evaluating Talent Management needs to determine which recruitment, outreach, and workforce development efforts to invest in; and 3) Writing and publishing Talent Management guidance, memorandums, and briefs.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11/NH-02).
