You will serve as a MANAGEMENT ANALYST in the MANAGEMENT SYSTEMS SUPPORT DIVISION, OF THE BUSINESS AND STRATEGIC PLANNING OFFICE of PORTSMOUTH NAVAL SHIPYARD.
Duties
You will analyze and evaluate extensive program data/interrelationships.
You will obtain, integrate, and use management systems in order to incorporate concepts and patterns into configurations for shipyard use.
You will analyze performance data metrics to determine the overall performance of a division and determine areas of improvement.
You will use software to develop statistical data and produce management reports.
Requirements

- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a bargaining unit position.
Qualifications
GS-09. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Analyzing complicated data and ensuring accurate management reporting.
Managing multiple projects and multifaceted deadlines.
Utilizing analytical software, databases, and tools such as Excel, Teams, and Office. (Example: Entire Microsoft office suite)
Working well in a team environment and collaborate with various departments to comply factual data.
Utilizing excellent verbal and written communication skills to effectively present findings and suggestions to Supervisors.

Education
SUBSTITUTION OF EDUCATION FOR EXPERIENCE (GS-09): Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
Master's or equivalent graduate degree
Or
2 full years of progressively higher level graduate education leading to such a degree
Or
LL.B. or J.D., if related
or
1 year equivalent to at least GS-07.
