You will serve as a SUPERVISORY PROGRAM ANALYST in the EXECUTIVE SUPPORT OFFICE of PORTSMOUTH NAVAL SHIPYARD.
**TEMPORARY PROMOTION NOT TO EXCEED 1 YEAR AND MAY BECOME PERMANENT WITHOUT FURTHER COMPETITION**
Duties
You will oversee the planning and implementing of the Diversity program.
You will develop various programs in categories such as employee recruitment, retention and advancement in order to promote a more diverse workforce.
You will act as the Shipyard representative for both nuclear and non-nuclear Engineer recruiting.
You will conduct management programs including audits and surveys, and prepare data for the development of analysis of information received from various activities in the departments.
You will provide program management for diversity, the science, technology, engineering and math (STEM) outreach, engineering recruiting and American Sign Language (ASL) interpreter programs.

- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Temporary actions taken under this announcement may be made permanent without further competition.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Extensive knowledge of the Shipyard organizations, functions and operations, as well as higher echelon commands and their relationship to other federal activities.
Experience applying a wide range of methods used to gather, analyze and evaluate information concerning personnel and related processes, draw conclusions, and recommend appropriate actions.
Experience interpreting analytical processes, communication theory, and related policies and procedures.
Experience establishing and maintaining effective relationships and gaining the cooperation of supervisors, managers, and coworkers on complex and controversial issues, both at the Shipyard and Corporate level.
Experience conducting senior leadership-level briefings
Experience analyzing extensive program data, inter-relationships, and coordinate the preparation of accurate and reasonable program implementation plans and proposals.
Experience interpreting laws, rules, and regulations.
