You will serve as a MANAGEMENT & PROGRAM ANALYST in the Program Management Office-Information Technology, (PMO-IT), Code 1531, Enterprise Business System Division, Code 1530, Naval Shipyard Support Office (NSSO), Code 1500, of NORFOLK NAVAL SHIPYARD.
Duties
You will develop or direct others in the development of project plans used for maintenance and logistics information systems planning, development, support, training, deployment, and operations.
You will conduct business reviews to ensure contractual, budgetary, and schedule risks, and the benefits of alternative approaches for achieving objectives.
You will conduct technical analysis to ensure system architecture and enterprise requirements development that conform to Command standards.
You will develop system information planning guidance and coordinates all planning and budgeting related data call for all IT systems under their management cognizance.
You will serve as the NAVSEA field representative responsible for requirements certification for systems and responds to data calls from budget submitting officials.
You will represent the command as system requirements are defined and ensures management controls and metrics are in place.
You will ensure ship depot maintenance information system compliance with DoD and DoN Information Technology requirements.
You will formulate schedules and implements efforts to define, acquire, develop, motivate, and train subordinate organizational personnel to meet current and future organization goals and objectives.
You will establish business controls and management tools to ensure the design, acquisition, implementation, administration, maintenance, usage, and disposal of IT systems carried out according to Command and DoD policy.
Serves as the program and technical manager for multiple enterprise-wide information technology systems, performing business case analysis and cost estimations.
Provides leadership to subordinate commands to ensure adherence to standard architecture, certification and accreditation, IT budgeting, IT systems registration, and System Development Life Cycle requirements.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience establishing business controls and management tools to ensure the design, acquisition, implementation, administration, maintenance, usage, and disposal of IT systems carried out according to Command and DoD policy.
Experience serving as a program and technical manager for multiple enterprise-wide information technology systems, performing business case analysis and cost estimations.
Experience reviewing and analyzing projects and/or programs to determine risks, budgets, and resources.
Experience providing leadership to subordinate commands to ensure adherence to standard architecture, certification and accreditation, IT budgeting, IT systems registration, and System Development Life Cycle Requirements.
Experience developing and delivering briefings, status reports, and correspondence for leadership.
