You will serve as a SUPERVISORY MANAGEMENT ANALYST in the MANAGEMENT SYSTEMS SUPPORT DIVISION, BUSINESS AND STRATEGIC PLANNING OFFICE of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will provide assistance in IT Program Acquisition for all Naval Shipyards, Supervisory directing the efforts of Management Analysts. You will apply knowledge of specific U.S. Naval shipyard IT systems. You will be required to have a broad knowledge of contracting, and NAVSEA policies, regulations, and procedures.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing hardware/software acquisition support by defining the hardware/software requirements of both NAVSEA sponsored systems and field activity local initiatives. Experience preparing and maintaining all life cycle documents. Experience providing technical consultation to NAVSEA Field activities by formulating requirements statements, analyzing alternative technical solutions for automation projects. Experience preforming automation optimization services by promoting hardware/software exchange between field activities. Experience directing the efforts of Management Analysts and other personnel assigned to assist in the performance of program/project work.
