About the Position: Serves as analyst and senior advisor in U.S. Army Recruiting Command (USAREC) in the G8 Directorate. Subject matter expert for overseeing and managing the Command's service and support agreements.
Duties
Provide coordination and liaison support between affected commands and other supported Government and non-Government activities on both a reimbursable and non-reimbursable basis.
Coordinate and chair negotiations with personnel at all levels at various organizations.
Ensure agreements do not violate any current guidelines and complies with future goals and objectives.
Provide assistance and technical advice to USAREC staff and other organizations and activities who enter into support agreements with USAREC, either as a supplier or receiver.
Develop business processes to assure cost information is accurate and consistent for supporting activities and commands both governmental and non-governmental as well as supported activities being provided services from USAREC.
Maintain up-to-date records of all active agreements, ensure their continued accuracy, and facilitate agreements on modifications and terminations when appropriate.
Set a schedule to ensure all support agreements are reviewed annually and triennially.
Draft annual changes to support agreement funding annexes in coordination with the service provider as part of the budget formulation.
Analyze the potential effect of any proposed modifications, render recommendations to staff representatives, and modify such agreements as appropriate.
Analyze the existing management environment and recommend managerial improvements designed to improve command performance.
Conduct research and studies to develop new or improved management approaches.
Provide advice and assistance to the operating elements in planning, administering, and evaluating management improvement programs.
Analyze organization, mission, and functions and recommend changes in work distribution, organizational structure, and the distribution of functions and activities, etc.
Write reports and formally brief management on the results of those surveys/studies.

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Specialized Experience: One year of specialized experience which includes 1) analyzing and/or evaluating a resource program to improve effectiveness; 2) developing long range resource programs to support an organization's mission; 3) developing and presenting briefings; and 4) negotiating agreements between various internal and/or external organizations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
