About the Position: Serves as Supervisory Program Analyst working in the Planning, Analysis and Evaluation Directorate (PAED), Deputy Chief of Staff for Resource Management, G-8 (DCS, G-8).
Duties
Conduct Army Command (ACOM) strategic resource planning, managing, and controlling program analysis for all programs
Interpret the impact on programs and resources, particularly when such information has cross-functional impacts.
Perform complex studies and evaluations of critical resource problems affecting an assigned U.S. Army command, and Joint/DoD programs.
Define issues, develops alternative courses of action and presents findings and recommendations to senior leadership for planning, programming, budgeting, and allocating resources across the command.
Plan work to be accomplished by directorate subordinates, sets and adjusts short term priorities, and prepares schedules for completion of work.
Assign work to subordinates based on priorities, difficulty of the work to be performed, and directorate resources.
Review work for accuracy and timeliness, identifies opportunities to improve effectiveness and efficiency.
Develop performance standards for subordinates.
Prepare and review all program justification documentation.
Analyze and validate requirements and briefings for various program evaluation groups to ensure requirements meet strategic Army requirements.
Ensure that the Program Optimization and Budget Evaluation (PROBE) database and other related systems are properly aligned.
Analyze Program Decision Memorandums and Program Budget Decisions to ensure program adjustments remain executable.
Advise principal staff on resource planning and programming policies and procedures to optimize resource requests.
Provide advice on program performance and budget execution data used to develop future requirements.
Review program execution to identify requirements for resource adjustments in Future Years Defense Programs.
Formulate and recommend policy pertaining to planning and programming analysis including methods and procedures for evaluating and projecting out-year resource posture at command unit level.
Serve as staff authority on interpretations of planning and programming regulations and policy guidance.
Prepare optimal alternatives for validation, distribution, and effective use of resources.
Analyze impending major mission and workload changes to determine impact on resource allocation for future planning and programming requirements.
Evaluate programs through analysis of studies, reports, briefings, execution data, and other resources.

Specialized Experience: One year of specialized experience which includes preparing strategic planning recommendations and/or reports based on analytical work for program adjustments, shortfalls, and/or execution; defining future years planning and/or programming to meet strategic objectives; participating in various aspects of the Army Planning, Programming, Budgeting, and Execution (PPBE) process by applying fiscal law, policies, regulations, principles, standards and/or procedures to financial management activities; counseling subordinate personnel on administrative work-related matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
