The U.S. Department of Agriculture (USDA) provides leadership on food and agriculture issues based on public policy, the best available science and effective management. The USDA's Foreign Agricultural Service (FAS) links U.S. agriculture to the world, improves foreign market access for U.S. food and agricultural products, builds new markets, improves the competitive position of U.S. agriculture in the global marketplace, and provides food aid and technical assistance to foreign countries.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Provides expertise, Agency-wide, in analyzing financial terms to apply requirements consistent with long-range agricultural trade capacity building and food security programs, trade promotion, and trade policy.
Responds to requests for explanation of program requirements and resolves issues that arise.
Assesses complex financial data and interprets program provisions to ensure documentation, accounting codes and FMMI master data fully support the account and complies with regulatory requirements.
Develops Agency guidance and procedures relating to the Division’s responsibilities.
Reviews complex fiscal accounts to determine if transactions are properly classified and recorded to the proper accounts; identifies discrepancies and initiates or directs corrective actions.
Prepares ad hoc reports as necessary gathering facts, defining and exploring problems for possible solutions, and furnishes advice on automated and financial management matters.
Responds to the Office of the Chief Financial Officer (OCFO) data requests and reports to resolve on-going issues with e-government federal travel systems (currently Concur) and the financial accounting system (FMMI).
Render authoritative interpretations of executive orders, OMB guidelines and directives, and policies and precedents within and across agency lines; recommend and implement budgetary and financial policies.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Executes, and closes out single- and multi-year agreements for assigned
Assesses financial data and program provisions to ensure documentation, accounting codes and master data fully support the account and complies with regulatory requirements
Coordinates on special projects involving change or implementation of automated systems, procedures and services both internal and external.
OR
Ph.D. or equivalent doctoral degree.
3 full years of progressively higher-level graduate education leading to such a degree.
LL.M., if related.
OR
Equivalent combinations of education and experience are qualifying for this grade level.
COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Analyzes transactions that are entered into the financial system to ensure that all pertinent information is entered, and sufficient information is provided to allow for the payment of transactions
Assesses complex financial data and interprets program provisions to ensure documentation, accounting codes and master data fully support the account and complies with regulatory requirements
Reviews complex agreements to determine if transactions are properly classified and recorded to the proper accounts
Prepare ad hoc reports as necessary gathering facts, defining and exploring problems for possible solutions, and furnishes advice on automated and financial management matters.
Applying federal law, policies, and regulations related to financial management and travel services
Note: There is no education substitution for this grade level.
FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Experience assisting in providing financial administration services
Experience resolving financial discrepancies and recommending solutions
Experience developing, reviewing, and analyzing budget plans and multi-year programs
Experience analyzing work throughout the budget cycle to ensure financial practices follow financial management rules and regulations
Experience providing advice, recommendations, and alternative solutions to management on financial and resource management strategies and problems.
