This position is part of the Department of Energy, Office of the Chief Information Officer (OCIO), Human Capital & Administrative Management Office. As a Management and Program Analyst, you will support the Human Resources Liaisons to facilitate OCIO human capital objectives, perform a variety of HR administrative functions, and maintain close collaboration with the Human Resources Consultant to support OCIO hiring priorities.

Qualifications
GS-09 - SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
Supporting Human Resources Liaisons to assist in human capital objectives.
Assisting in the administration of performance management.
Collaborating with Human Resources to support organization hiring priorities.
OR
Possess a master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D.; your education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR
Possess a combination of education and experience as described above that when added together equal 1 year.
GS-11 - SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
Assisting managers in compliance guidelines pertaining to performance management, such as performance planning, progress reviews, ratings, and awards.
Providing support to Human Resources Liaisons in meeting human capital objectives.
Assessing hiring operations to ensure they are performed within the governing processes, procedures, or regulations.
OR
Possess a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M.; your education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR
Possess a combination of education and experience as described above that when added together equal 1 year.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
