This position is located in the Office of Risk Management and Internal Controls (ORMIC) providing guidance on assessment methodologies and standardized reporting mechanisms for use by risk managers.

Duties

Manages multiple projects and develops priorities. Develops and/or reviews policies and methodologies for performing program evaluations for Corporate operations in support of pertinent requirements. Prepares and/or reviews written procedural guidelines for ORMIC staff for use in these evaluations. Ensures that policies and procedures for evaluations are documented, maintained, and consistently applied. Periodically tests and evaluates review procedures to ensure that results are effectively serving management.  Develops customized project plans and standardized reporting mechanisms for various projects including risk identification and mitigation strategies. Serves as a point of contact for Divisions/Offices and works with them on process improvement initiatives and developing appropriate risk management and internal control programs for their operations that address risks associated with meeting Division/Office goals and objectives. Coordinates and manages special projects or reviews of cross-cutting Corporate issues that involve responsibilities of multiple Divisions/Offices and presents findings and recommendations to management.    Leads and directs complex analytical studies and assignments using a wide range of qualitative and quantitative methods for assessment, data mining and collection, analysis, measurement, identification of trends, and management reporting. Reports on review results and recommends solutions and process improvements. Conducts internal control reviews, program evaluations, and process improvement activities of the Corporation’s operations. Reports on their results and recommends solutions and improvements. Serves as a liaison working independently within the organization to negotiate issues with audit and program managers and executives. Provides independent expertise and advice to FDIC senior management to help address highly complex and technical issues affecting the Corporation, including information technology and information security issues.  Prepares written analyses and makes recommendations to senior FDIC management on the implementation of recommended changes to business processes. Presents results orally and in writing to FDIC executive management.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional qualifications information can be found here. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 14 grade level or above in the Federal service.  Specialized experience is defined as experience implementing Enterprise Risk Management principles and practices to improve risk management operations in a financial oversight regulatory environment; leading or performing risk assessments; and monitoring management follow-up and resolution activities.
