The Deputy Facility Telehealth Coordinator (DFTC) works independently for the Connected Care section under the direct supervision of the Supervisory Facility Telehealth Coordinator for Connected Care. This role supports the expansion and maintenance of Connected Care programming throughout the Orlando VA Healthcare System and all surrounding Orlando Outpatient Clinics and Community Based Outpatient Clinics.
Duties
Duties consist of the following, but are not limited to:
Analyzes and evaluates, on a quantitative or qualitative basis, needs assessments for the development and implementation of future programs and the effectiveness of programs or operations in meeting established goals and objectives established by the VISN and the Office of Connected Care.

Develops policies and protocols for delivery of Connected Care.
Develops, tracks, and disseminates, as appropriate, outcome measures, including clinical data, patient and travel costs, and patient and staff satisfaction measures.
Develops procedures and systems for establishing, operating, and assessing the effectiveness of Connected Care services and the accomplishment, evaluation and/or monitoring of inspections and management controls.
Ensures the facility programs comply with internal (OCC Conditions of Participation) and external (Joint Commission) accreditation processes.
Consistently monitors utilization, fiscal impact, challenges, and outcomes, and shares and disseminates information for continuous quality improvement.
Seeks opportunities for appropriate program expansion, including external support and resources where indicated.
Handles the clinical and business functions, assisting with the day to day program operations, and executing leadership responsibilities and innovative approaches for patient care management within the program, ensuring objectives are met.
Coordinates administrative operation functions with the FTC and provides assistance in his/her absence.
Work collaboratively with the FTC, Telehealth Clinical Technicians, all program line managers and staff, as well as Veterans with quality customer service.
Assures the facility establishes and utilizes appropriate VHA workload reporting and data management systems for Connected Care programs.
Provides oversight and guidance to assure that all technologies selected for use in Telehealth programs comply with the requirements of the Health Information Portability and Accountability Act (HIPAA) and other relevant VHA directives and guidance e.g. VHA Directive 2002-042.
Supports Connected Care in the design of studies, training programs and organizational strategies to improve key processes within the organization.
Work Schedule: Monday - Friday, 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plan, schedule, and conduct projects and studies; Hands on experience with Clinical Video Technology (CVT) and Store and Forward Telehealth (SFT) Programs; Develop Telehealth applications; Develops policies and protocols; Develops mechanisms to evaluate and monitor the quality, safety, efficiency, utilization, productivity, and effectiveness; Handle the clinical and business functions, assisting with the day to day program operations; Support Connected Care in the design of studies, training programs and organizational strategies to improve key processes within the organization; Uses software applications to collate information from various sources in order to prepare/ assist in preparation of reports; Maintain a calendar of appointments of patients, meetings, conference calls and scheduled leave as well as coordinate meetings and schedule conferences; Manages, administers, and provides leadership by creating facility deployment plans, developing budgets and spending plans, formulating contracts or grants, and planning, scheduling, and coordinating work operations.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M if related.

Physical Requirements: The work is primarily sedentary, although some physical effort will be required. There is periodic walking, bending, standing, carry of light items up to 30lbs.
