This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This NH-0343-04 Program Analysis Officer (Acquisition Operations Support) position is located with Program Executive Office Simulation, Training and Instrumentation (PEO STR) located in Orlando, FL 32826.

Duties

Serves as APEO Acquisition Operations Support providing overall strategic guidance and direction for Strategic Communications, Strategic Integration and Acquisition Support Directorates. Provide oversight, assistance and support in the development of policy, processes and procedures to ensure the effectiveness and efficiency of assigned Directorates in the execution of the mission. Responsible for the strategic oversight of the planning and execution of all assigned tasks within the APEO, to include cross-synchronization between assigned Directorates, APEO’s, Project Managers, and external stakeholders. Support an understanding of the Command's Affirmative Action/EEO Program.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level IV in the Acquisition Career Field A - PROGRAM MANAGEMENT within 48 months of entrance on duty.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • The duties of this position require occasional temporary duty (TDY) travel of up to 25% of the time.
  • Acquisition Back To Basics: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for A - PROGRAM MANAGEMENT certification within 48 months as of entrance on duty.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position is Critical Acquisition Position (CAP). Incumbent must meet the requirements for CAP at time of hire. Note:  Acquisition Corps membership is no longer required for Critical Acquisition Positions (CAP)

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: To qualify your resume must describe at least one year of specialized experience at the NH-03 (GS-13 equivalent) level in the Federal service that includes: 1) Planning, developing, and or implementing strategic plans to meet organizational goals. 2) Providing oversight and or assistance in developing policies, processes and procedures to ensure accomplishment of organizations mission. 3) Advising senior level leadership on the impact of new or proposed policy and or regulation changes on mission objectives. And 4) Developing acquisition strategies for acquisition plans.
