This position is located in the Simulation, Learning, Evaluation, Assessment and Research Network (SimLEARN), Office of Healthcare Innovation and Learning (OHIL), Office of Discovery, Education and Affiliate Networks (DEAN), Veterans Health Administration (VHA) Central Office.

Duties

The incumbent of this positions functions as the Director, Learning and Engagement (L&E) and reports to the Executive Director, SimLEARN. The Director provides executive-level program management, leadership, direction, and supervision for the Learning Management and Clinical Training Engagement portfolios. The incumbent will oversee the delivery and management of short and long-range simulation-based training solutions and curriculums to VHA Health Care Centers. Duties include, but are not limited to: Managing the full spectrum of L&E portfolios related products and services. Leading professional and administrative supervisors and staff in providing expert consultative services, keeping abreast of new technologies associated with SimLEARN, OHIL and DEAN, developing and effectively communicating strategies and managing the various projects assigned to the division. Ensuring the comprehensive delivery of training solutions at the SimLEARN for products and services designed to meet applicable strategic goals and requirements that serve to improve patient access, expand workforce skills, and increase Veteran patient outcomes. Maintaining SimLEARN as the hub for the VHA relating to Simulation-base training with responsibilities for curricula analysis, design, development, implementation, and evaluation; distribution of training solutions, governance execution, and Rapid Accession and Deployment capability. Serving as a key member of the SimLEARN Executive Leadership team and works collaboratively to deliver high quality learning products to VHA customers. Pursuing development opportunities in support of simulation-based activities. Anticipating and developing internal and external directives and handbooks and interim guidance (memoranda) related to SimLEARN by coordinating input from appropriate VHA and VA offices to ensure collaboration, completeness, and accuracy; managing the clearance process to ensure an efficient publication process; monitoring the aging of directives and handbooks to ensure timely updating; and monitors changes in the environment that necessitate updates to existing policies, handbooks, and memoranda. Managing all financial aspects of the L&E Portfolio which includes developing and tracking financial reports based on budgets allocated for the SimLEARN including reporting execution status for fiscal year activities. Developing a communication and outreach plan for SimLEARN stakeholders designed to keep them informed and prepared for future actions, as well as provide adequate channels to gather feedback and concerns. Serving as the VHA SimLEARN L&E spokesperson with all internal and external stakeholders, including VHA, VA, OMB, and Congressional stakeholders. Preparing special reports, white papers, issue briefs, and decision papers that may be required for the SimLEARN Senior Leadership, OHIL, DEAN, VHA, or VA leadership. Developing timely and accurate responses to internal (VHA) and external (e.g., Congressional, OMB, or General Accountability Office inquiries. Ensuring that the SimLEARN and OHIL strategic plans, critical success factors, vision and core values are communicated and integrated into the L&E portfolio's strategic goals, objectives, work plans, work products and services. Overseeing the review and selection of portfolio products/services to serve as benchmarks against government and private sector media functions for application of educational technology, Return on Investment (ROI), processes, time to market, staffing, skills, equipment, hardware, and software. Working with internal and external customers to better understand their business requirements and identify how L&E products/services can be best applied to address training needs. Planning, managing, organizing and assigning work to be accomplished by subordinates by setting priorities and establishing schedules for work completion. Developing performance standards, evaluating performance and preparing performance appraisals, and meeting with subordinates to discuss and review performance. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: overseeing the delivery and management of short and long-range simulation-based training solutions and curriculums; ensuring the comprehensive delivery of training solutions for healthcare; identifying, acquiring, and maintaining training, medical, and support equipment that meets the curricular needs; responsible for curricula analysis, design, development, implementation, and evaluation; managing financial aspects and developing budgets related to curriculum, learning and engagement; and providing strategic and operational oversight for learning and engagement. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
