About the Position: The Program Analysis Officer (Enterprise Support) position is located at Program Executive Office, Simulation, Training, and Instrumentation (PEO, STRI) in Orlando, Florida.
The pay band NH-04 is equivalent to the GS-14/15 grade levels.
Duties
Serve as the Assistant Program Executive Officer (APEO) Enterprise Support providing overall strategic guidance and direction for; Personnel Resources, Security, Chief Information Officer, Facilities Directorates, and travel services.
Responsible for providing strategic oversight in the planning and execution of all assigned tasks within the APEO, to include cross-synchronization between assigned Directorates, Project Managers, and external stakeholders.
Develop, implements, and evaluates strategies to address all aspects of Program Executive Officer (PEO) business practices to ensure constant improvement in efficiencies and effectiveness of Business Operations.
Develop measures of performance and effectiveness to advise the Program Executive Officer (PEO) and Deputy PEO (DPEO) in the evaluation of enterprise-level business practices.
Perform the full range of personnel management duties to include planning workload, establishing priorities, and supervision.
Advise PEO Simulation, Training, and Instrumentation (STRI), leadership on plans, policies and best practices, and recommends changes to organizational alignment and processes to improve mission success.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One year trial/probationary period may be required.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level IV in the Acquisition Career Field A - PROGRAM MANAGEMENT within 48 months of entrance on duty.
- This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- The duties of this position require occasional temporary duty (TDY) travel of up to 25% of the time.
- Acquisition Back To Basics:
This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for A - PROGRAM MANAGEMENT certification within 48months as of entrance on duty.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position is Critical Acquisition Position (CAP). Incumbent must meet the requirements for CAP at time of hire. Note: Acquisition Corps membership is no longer required for Critical Acquisition Positions (CAP)

Specialized Experience:
To qualify your resume must describe at least one year of specialized experience at the NH-03 (GS-13 equivalent) level in the Federal service that includes: providing expert advice, guidance, and direction on in human resources (HR) programs, security and protection, information technology, and facility and infrastructure; analyzing organizational performance data to draw conclusions and provide recommendations; advise management regarding the status, efficiency, or effectiveness of enterprise-level business practices; developing plans and policy changes to improve enterprise support and effectiveness; and preparing/presenting, orally or in writing, information and decision briefings.
