Serves as an IT Specialist and assists the ITD in leading the IT systems management by interpreting general guidelines, implementing the IT projects, applications operation and maintenance, software development, cloud migration, cloud services management and troubleshooting, cybersecurity policies implementation, business process changes, and developing enhancement plans and specifications for IT operational and management systems. Other duties may include but are not limited to:
Monitor business system conversions to ensure that the successfully address FSD's functional business needs.
Provide communication bridge between the FSD and the IT services provider and works with both organizations to propose changes to business processes and IT systems to satisfy requirements and enhance the effectiveness and efficiencies of the organization.
Prepare Business Requirement Documents (BRD) for new and current supported software and system changes.
Act as a primary liaison between functional areas within FSD and DISA/cloud provider to support IT services, capture requirements, system maintenance, project management, design, system development, and resource planning.
Work closely with IT services providers involved with software development, Risk Management Framework/Authority to Operate (RMF/ATO), Zero Trust (ZT) implementation, business system upgrades, or change implementation in support of FSD.

- The incumbent must be able to obtain and maintain a SECRET security clearance.
- The incumbent may be required to work other than normal duty hours, which may include evenings, weekends, shift work, and/or holidays and/or overtime. Must be able to work off-shift hours to accomplish system maintenance or restore system outages.
- This position may require occasional travel away up to 20% from your normal duty station for official business on military or commercial aircraft.
- Incumbent shall comply with all DoD and WHS directives, instructions, orders, policies, and regulations.
- May be required to successfully complete a probationary/trial period.

You must have IT-related experience demonstrating each of the four competencies listed below:

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to performing wide range of functions such as information requirements and automation studies, feasibility studies, structured analysis and design of existing and proposed information systems (automation, communications and enterprise management systems); performing development of alternatives and proposals, analysis for conformance to standards, preparation of high level correspondence and briefings and input to information management planning; identifying, evaluating, designing and recommending technological advancements having a major impact on the current and planned application of information management resources in meeting the information requirements of the organization; and ensuring the organization's strategic plan, mission, vision and values are integrated into information technology strategies, goals, budgets, objectives, work plans and work products and services.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
