This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Offices of Hearings and Inquiries (OHI), Medicare Ombudsman Group (MOG), Division of Medicare System Exceptions & Interfaces (DMSEI).
As a Social Science Research Analyst, GS-0101-13, you will perform program and policy analyses, and develop and use survey, market research, and statistical methodologies and techniques to conduct studies of assigned HHS programs.
Duties
Develops, researches, and utilizes surveys, and statistical methodologies and techniques to conduct studies of CMS programs and improvements for resolving beneficiary issues.
Directs policy analyses to understand the needs and preferences of beneficiaries, partners, and partners so that optimal ways to provide services are met.
Serves as a Contracting Officers Technical Representative (COTR) or Business Function Lead (BFL) for projects that utilize contractor support.
Represents the organization at briefings and other meetings regarding the justification and approval of specific projects. Provides statistical/research information and justification on the operational aspects of specific plan-focused projects.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:
Professional knowledge of, and skill in applying, statistical, sociological, political science, and/or other social science theories, techniques, and methodologies to gather and interpret beneficiary-related information; AND
Develop and analyze operational policy and program operations. On the basis of the findings, prepare reports to recommend new or revised standards and criteria in order to improve operational efficiency; AND
Develop clearly written and concise issue papers and talking points for senior staff, when needed.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
Education
Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:
Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
