This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation (CMMI), Seamless Care Models Group (SCMG), Division of Drug Innovation (DDI).
As the Deputy Director of the DDI, you will provide leadership, executive direction, and be responsible for the development of innovative drug models impacting beneficiaries with Medicare Parts B and D coverage, as well as Medicaid populations.
Duties
Serves as full Deputy to the Director. Shares fully in the management of the organization’s work. Directs the design, development, implementation, operations, monitoring and scaling of innovative alternative payment models and demonstrations.
The incumbent is responsible for planning, organizing, directing, coordinating, and controlling the resources required to assure the timely, accurate, and cost-effective accomplishment of the Division’s functional responsibilities.
Serves as a technical expert and resource to CMS leadership, as well as other internal and external stakeholders, on issues related to the design, implementation, and operations for tests of Medicare Part B and D and Medicaid state-based drug models.
Oversees the staff-level work associated with managing the design and development, implementation, operation, and monitoring of alternative payment models related to coverage and access to drugs in Medicare and Medicaid.
Serves as an advisor to the Group Directors and executives of various CMS components in the preparation of short, intermediate, and long-range plans for the improvement to CMMI’s Medicare Part B and D and Medicaid state-based drug models.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
Providing technical guidance to internal and external stakeholders on issues related to the development, implementation, or operations of Medicare and Medicaid drug models; AND
Leading research and analysis efforts to support the design, development and implementation of Medicare and Medicaid drug payment and delivery models; AND
Leading staff and work associated with the designing and developing, implementing, operating, or monitoring of Medicare and Medicaid drug payment and delivery models.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
Education
Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:
Degree: a bachelor's or higher degree in behavioral or social science; or related disciplines appropriate to the position.
or
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
or
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
