This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation (CMMI), Seamless Care Models Group (SCMG), Division of Drug Innovation (DDI).
As a Social Science Research Analyst, GS-0101-14, you will provide expertise and guidance on Medicaid drug pricing and payment policy issues and develop Medicaid drug policy and operational processes to implement Medicaid drug models.
Duties
Provides technical expertise, guidance, and support on Medicaid drug payment policy/pricing model, Medicaid drug payment operational activities and/or Medicaid drug pricing studies.
Provides guidance on the advancement of technical, operational, budgetary, procurement and contracting processes, business requirements, and system related policies related to implementing the requirements of Medicaid drug pricing and payment models.
Assesses, analyzes, and defines Medicaid drug payment and pricing trends in emerging or existing related issues, policies, and problems. Plans, directs, and coordinates Medicaid drug payment and pricing models research projects.
Provides project and technical direction on Medicaid drug pricing/payment model for lower graded analysts, defines individual team member’s task assignments, and reviews progress and work products for technical accuracy.
Leads and provides guidance to the team working on Medicaid drug pricing/payment model to innovate, create, organize, and recommend new and amended Medicaid drug pricing/payment policies and procedures that will assist decision makers.

- This is a telework-eligible position. The incumbent reports to the CMS Office on a regular basis every pay period. Requirements to report to the office will vary and can be discussed at the time of interview.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
Developing and assessing the impact of Medicaid drug pricing models to health care populations (i.e., industry, manufacturers, program beneficiaries, state agencies, health care providers); AND
Identifying and analyzing health care data to develop or recommend improvements to Medicaid drug pricing and payment model policies; AND
Providing technical advice to stakeholders on the interpretation of Medicaid drug policies and operational procedures.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
Education
Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:
Degree: behavioral or social science; or related disciplines appropriate to the position.
or
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
or
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
