This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation (CMMI), Seamless Care Models Group (SCMG), Division of Health Plan Innovation (DHPI).
As a Social Science Research Analyst, GS-0101-14, you will provide technical expertise and guidance on Medicare Advantage policy and payment issues related to CMMI models and research to staff.
Duties
Provides technical expertise, guidance, and support on Medicare Advantage models, Medicare Advantage operational activities and/or Medicare Advantage pricing studies.
Provides expert guidance on the advancement of technical, operational, budgetary, procurement and contracting processes, business requirements, and/or system-related policies and/or guidance, related to Medicare Advantage models.
Identifies and analyzes Medicare Advantage policy and payment trends to address challenges to beneficiaries accessing high quality affordable health care and other issues related to Medicare Advantage.
Provides project and technical direction on Medicare Advantage models for lower graded analysts, defines individual Medicare Advantage model team member’s task assignments, and reviews progress and work products for technical accuracy.
Attends meetings, briefings and/or conferences concerning ongoing and/or proposed Medicare Advantage model policies and pricing/payment operational activities. Initiates, establishes, and maintains cooperative and collaborative relationships.

- This is a telework eligible position and reports to a CMS Office on a periodic basis. Requirements to report to the office will vary and can be discussed at the time of interview.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
Developing and assessing the impact of Medicare Advantage research, policies, and operations; AND
Identifying and analyzing health care data to develop or recommend improvements to Medicare Advantage policies; AND
Providing technical guidance to stakeholders on the interpretation of Medicare Advantage policies and operational procedures.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
Education
Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:
Basic Requirements
Degree: behavioral or social science; or related disciplines appropriate to the position.
or
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
or
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
