Duties

You will supervise government civilians and contractors. Providing oversight of Civilian AcqDemo Performance, DAWIA, Contracts, SharePoint, Awards, Records Management, Manpower, Professional Development, Onboarding/Offboarding You will ensure the coordination of the work by the staff to facilitate the accomplishment of the Navy International Programs Office’s mission. You will implement effective management practices to help optimize performance and reduce risk. You will prepare program metrics, status, planning, and decision briefings for all cognizant programs and efforts. You will provide oversight of local contracts to include coordination of performance work statements, timelines, and input to the COR as required. You will provide representation on Command Human Capital organizational and program matters and issues both internal and external.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: Foundational
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with skills in automated systems tools for the development of new methods and techniques for performing analysis and making recommendations. Experience with civilian human capital policies and procedures. Experience with skills of DoN administrative processes including management of taskers and correspondence principles. Experience with recognizing and analyzing problems, conducting research, summarizing results, and making recommendations to leadership.
