Duties
As a/an Program Analyst, you will:
Serve as a civil rights subject matter expert and advises the director on policy development and implementation.
Coordinate with and advises HUD program offices and HUD's ten regions on civil rights policy implementation as well as interprets existing policy.
Lead a variety of projects to improve the effectiveness, efficiency, and consistency of programmatic, operational, and administrative policies and procedures related to HUD's fair housing and civil rights mission.
Manage complex projects by developing goals, strategies, metrics and benchmarks (project management).
Assist in applying problem solving techniques rooted in data driven action-oriented collaborative approaches.
Serve as a Departmental subject matter expert, having capacity to independently represent FHEO's interests in meetings, negotiations with Departmental program offices, federal agencies and outside stakeholders.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
-Planning, organizing, and leading teams;
AND
-Review and drafting policy documents, speeches, training, serving as a SME, drafting talking points, press releases, education and outreach content, email marketing, reports, white papers, and other traditional and non-traditional communication products or related materials regarding civil rights, fair housing laws including, but not limited to, Title VIII and 504, as well as limited English proficiency (LEP), or national outreach initiatives;
AND
-Analyzing and applying fair housing and civil rights laws and regulations to outreach content, communications, and training;
AND
-Analyzing and communicating policy (speaker/panelist) issues and proposed projects related to fair housing and civil rights laws to a wide variety of audiences.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
