About the Position:
This position is with the Department of Defense Education Activity's Security Management Division located at the Mark Center Building in Alexandria, VA. The Mark Center is the new location for the Washington Headquarters Services of the United States Department of Defense (DoD) and a number of other DoD agencies. The name of the site refers to the "Mark Center" commercial property in which it is located.

Duties
Provide policy, procedures, and guidance on all issues concerning counterintelligence as it relates to DoDEA.
Develop, monitor and evaluate the DoDEA Insider Threat program as whole as it pertains to policy, planning, resources, operations, assessments, and training.
Writes, staffs, and coordinates Insider Threat program policy, implementation plans, and ensures integration in appropriate functional areas.
Develop risk assessment methodology and risk priorities to guide the production of insider threat referrals
Represent and/or speaking on behalf of the Counter Insider Threat program manager as appropriate in national level working groups
Requirements
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.

- One year trial or probationary period may be required.
- Appointment subject to a suitability/fitness determination, as determined by a background investigation.
- This position requires a Tier 5 (T5) investigation.
- This position is a Testing Designated position subject to applicant testing and random drug testing. You will be required to sign a DA Form 5019 requiring participation in random drug urinalysis testing.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- You may be required to sign a transportation agreement.
- Employment is contingent on the incumbent obtaining the Security Fundamentals Professional Certification within 2 years of accepting this position.
- This position requires the incumbent to obtain and maintain a top secret security clearance.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Specialized Experience: One year of specialized experience which includes: Developing and managing workflow and processes for an Insider Threat or Counterintelligence workgroup and/or hub; directing the work operations of an Insider Threat or Counterintelligence program for an organization or agency; briefing or presenting to senior leadership on Insider Threats, or Counterintelligence events and/or trends.; leading a security program for an organization or agency. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, return rights based on having served an overseas tour(s), and may also cover employees who have been on extended leave without pay under certain circumstances. During the obligation period, the position may be filled on a temporary or permanent basis. The selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time.
Position may be filled as a temporary promotion or temporary reassignment NTE 13 Months by a current permanent DoDEA employee. Temporary promotions or reassignments may be extended up to a maximum of five years, and may be made permanent without further competition.
