This position is located at the Defense Technology Security Administration (DTSA), International Engagement Directorate (IED). The Directorate is responsible for DTSA's international outreach and engagement and serves as the OSD staff element responsible to the OUSD (P) for all matters concerning the security aspects of all international bilateral and multilateral cooperative programs and for the formulation, implementation, and oversight of defense security policy.
Duties
- Negotiate GSAs and ISAs between the DoD and foreign Ministries of Defense.
- Independently identifies and focuses senior policy leaders' attention on issues with major defense national security, National Disclosure Policy, or international security implications.
- Assists in organization and conduct of international conferences on security issues.
- Develops and recommends policies for the international aspects of the National Industrial Security Program.
- Recommends training courses, promulgates educational material for government departments and agencies and defense contractors on the security aspects of international programs and assists in the conduct of presentation.

- Incumbent must be able to travel on short notice throughout the continental United States and abroad on military or commercial aircraft.
- Incumbent(s) on this position is required to attain Security Cooperation Workforce (SCW) Certification in accordance with Security Cooperation Workforce Certification Program (SCWCP) 2.0, which was developed in compliance with 10 U.S.C. § 384.
- Incumbent of this position is required to maintain the Security Fundamentals Professional Certification (SFPC). Individuals who occupy a DSP and do not have the appropriate SPeD certification will have two years to obtain the required certification.

For GS-14
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-13within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: experience managing information security systems; coordinating with organizations around the globe to share information, and monitor compliance with policies and procedures related to international information security.
For GS-15:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-14 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: experience developing and managing information security systems; coordinating with organizations around the globe to share information, and coordinate and monitor compliance with policies and procedures related to international information security.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
