This Lead Personnel Security Specialist position is located in the Division of Administrative Services (DAS), Office of Information and Resource Management (OIRM). The incumbent will serve as the principal personnel security technical lead to the National Science Foundation (NSF).
Duties
As a Lead Personnel Security Specialist, you will perform the following duties:
Evaluate Executive Agent (ex., Office of Personnel Management) directives related to personnel security, determine impact on NSF mission, and formulate agency-wide policies, issuances, procedures, and forms to implement them.
Provide technical information and assistance to NSF management officials by advising on personnel security policies and related matters and on the impact of personnel security requirements on organizational missions.
Ensure the accuracy of data entered into the case management system, analyze system data, and provide reports to NSF Senior Leadership and external stakeholders.
Perform second-level review of personnel security cases, to include reviewing cases recommending a Letter of Interrogatory (LOI) or an unfavorable determination.
Perform all aspects of personnel security program to include evaluating position risk/sensitivity, and making interim and final determinations pertaining to suitability, fitness, and national security.
Monitor and report on the progress and status of work and assignments and reviewing completed work to ensure that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met.
Represent the team consensus and convey the team's findings and recommendations in meetings and dealings with other team leaders, program officials, the public, and other customers on issues related to or that have an impact on the team's objectives, work products and/or tasks.
Qualifications
To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 Level in federal service developing and administering a personnel security program and providing technical expertise and guidance on personnel security policies and related matters. Examples include: developing and maintaining procedures for a personnel case management system; issuing background investigation requirements; conducting reviews of adjudicative recommendations and providing feedback; evaluating the sensitivity level of positions; managing the security clearance and suitability/fitness process; and representing an organization in personnel security matters.
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
