This Security Specialist (Operations Security Program Manager) position is located within the Security Management and Integrity Branch, Division of Administrative Services (DAS), Office of Information and Resource Management (OIRM). The primary purpose of the position is advising the Branch Chief and Division leadership on all matters concerning operations security (OPSEC) and serve as the primary liaison to the National Science Foundation (NSF) and external stakeholders for OPSEC issues.
Duties
As a Security Specialist (Operations Security Program Manager), you will perform the following duties:
Develop and continually improve the Operations Security (OPSEC) program.
Collaborate with Directorate and Office OPSEC representatives to develop and maintain critical information lists.
Work with agency systems and information technology officials.
Coordinate and facilitate OPSEC assessments.
Represent the National Science Foundation (NSF) as the OPSEC Subject Matter Expert (SME) internally and externally. Prepare and deliver presentations as needed.
Serve as the industrial security expert. Oversee and develop the National Industrial Security Program.
Identify and protect critical assets, mitigates vulnerabilities, considers adversarial threats, and develop risk management activities.
Qualifications
To qualify at the GS-14 level, an applicant must have one year of specialized experience equivalent to the GS-13 level in Federal Service managing an operational security program and developing operations security policy and plans. Examples of experience include: serving as an expert advisor in planning, developing and overseeing the development of an operations security program; evaluating and validating the effectiveness and adequacy of operations security programs; providing guidance and direction to security specialists and organizational leadership on analysis or subject matter expertise relating to operations security policy, procedures, directives, and memoranda.
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
