Duties
As a Staff Specialist you will:
Develop, implement, and manage personnel administration operations and procedures for the Commissioned Corps Liaison Office.
Process personnel actions for Public Health Service (PHS) officers utilizing systems such as USA Staffing.
Provide briefings to CDC U.S. Public Health Service (USPHS) Commissioned Corps leadership and key managers, presenting findings and actionable recommendations.
Serve as the program administrator for critical USPHS Commissioned Corps programs, including Awards, Long-Term Training, Details, Overseas Assignments, EIS/LLS Fellowship programs, and DEERS Site Security management.
Evaluate and monitor ongoing USPHS Commissioned Corps personnel programs and projects to measure the effectiveness of program operations.
Deliver training sessions at various venues throughout the year on programs designated for USPHS Commissioned Corps operations.
Provide management advisory service to supervisors and PHS officers in resolving difficult and complex problems concerning USPHS Commissioned Corps personnel matters.
Advise program officials, active-duty officers, and applicants on procedures, regulations, and policies related to USPHS Commissioned Corps staffing and operations.

Minimum Qualifications:
To qualify at the GS-12 grade level, you must have at least one year of specialized experience at or equivalent to the GS-11 grade level, which must include the following experience: initiating personnel actions and effectively using federal staffing systems, such as USA Staffing.
Knowledge of U.S. Public Health Service policies, procedures, and personnel systems is preferred but not mandatory.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
