About the Position: Serves as a Requirements and Combat Development Specialist for the Joint Activities located at Fort Liberty, North Carolina.
This position is eligible for situational telework only, including emergency and OPM prescribed "Unscheduled Telework".
Duties
Serve as the Program Specialist for Programs, Manpower, and Requirement and Combat Development to consult on broad policies and objectives in support of capability development efforts.
Manage and implement programming strategies for all Program Objective Memorandum (POM) issues.
Advise Program Manager (Combat Development) on interpretation of policies, directives, and strategies for approval of proposed programs.
Recommend solutions to adverse actions that impact command resource levels and improve the efficiency and effectiveness of the organization's programs.
Brief organization leadership on program issues and POM development, to include current status and problems, possible solutions, and recommend the organization position.
Analyze and make resourcing recommendations to enhance operational effectiveness, resource efficiency, resolve funding issues on program initiatives, and affordability across multiple programs and functions
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
- This position is subject to a pre-employment urinalysis screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience in utilizing project management systems, such as budget execution, scheduling, planning, and acquisition systems; conducting qualitative analysis of organization's capabilities and performance criteria; triage of urgent operational requirements and recommending programming solutions for potential operational shortfalls and issues; developing capability and acquisition requirements documentation; and presenting combat research results and recommendations with management to advance organizational mission objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS 12).
