You will serve as a MANAGEMENT ANALYST in the ENLISTED PLACEMENT MANAGEMENT BRANCH of NAVY PERSONNEL COMMAND.
Duties
You will gather, analyze, validate and present information from multiple data systems concerning the placement of sailors in shore, surface, aviation, submarine, and specialized communities.
You will conduct technically complex analysis and develop presentations concerning Navy ratings and classification metrics, manning inquiries, rotation date management, billets authorized, and other rating specific information.
You will collaborate with enlisted distribution representatives both internal and external to the organization to resolve non-routine-database and program issues.
You will develop and present both periodic and ad hoc information briefings to senior leadership on various subject matters pertaining to the enlisted distribution system.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing manning/billet data and documents to provide personnel distribution recommendations to managers; 2) Utilizing DoD automated database systems (e.g., My Navy Assignment (MNA), Total Force Manpower Management System (TFMMS)) to develop and maintain manpower metrics; 3) Creating and managing data queries and programs to evaluate the effectiveness of personnel actions; and 4) Generating reports and developing formal briefings to present findings and results from studies/projects.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
