Duties
Serves as a subject matter expert for the coordination of operational planning and support to the operational Joint Combatant Commanders in all DLA Distribution Expeditionary operations functions.
Serves as the Program Manager for OCONUS Missions and the Lead Specialist for the Training and Exercise Plan. Monitors training and status to ensure personnel meet deployment guidelines and readiness requirements.
Acts as the Coordinator of Special Operations and Management of the Long-Range Plan for the DLA Distribution Expeditionary, Integration Division, Network Integration Directorate New Cumberland, PA.
Maintains relationships with inventory control points, United States Transportation Command, and the Combatant Commander to plan and assess distribution requirements and lines of communication.
Represents DLA Distribution at DoD, JCS, unified and specified command, Military Services, and federal agency planning conferences and meetings.
Serves as the DLA Distribution liaison for all organizations for planning and actual execution of contingency logistics management missions.
Develops policy and procedures and interprets military regulations pertaining to the movement of personnel and equipment. Participates in coordinated activities with FEMA to achieve uniformity of action and/or methods for achieving mutual goals.

Qualifications
To qualify for a Planning and Operations Specialist, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Coordinating, developing, and maintaining logistical plans for the operation of Defense distribution in peace, transition and the full spectrum of active operational commitments; Developing and implementing strategic planning initiatives to include intermediate and long-range defense distribution efforts; Analyzing short- and long-range plans, programs, and objectives, and recommending major changes to ensure the best possible level of support to the customer; Providing advice and assistance related to distribution policy, planning, and operations to defense supply chain customers; and Researching distribution operations and conducting studies concerning major distribution issues which may result in changes to current procedures and processes, facilities and equipment, availability of funds, and utilization of work force.

Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
