The Training Specialist serves in Education Services providing advice and assistance to management concerning determination of training needs, sources of needed training, plans to meet needs, design and presentation of training and evaluation of results at the Carl T. Hayden VAMC, Phoenix, AZ.

Duties

Duties Include but not limited to: Assignments require a thorough knowledge of federal and state laws governing academic requirements for the various professions, of accreditation requirements as they pertain to maintaining employees' education and training. Administration, and the medical center's policies and programs governing education and educational requirement, and the ability to apply such knowledge to the effective implementation of employee training initiatives. Technical knowledge and skills require a comprehensive knowledge of computers, including common, off-the-shelf software, at a level to develop and maintain data base systems and of hospital specific computer systems such as VISTA, and other web-based applications. Knowledge and application of skills in the principles, techniques and practices of adult learning. Ability to design curriculums utilizing sequencing learning and knowledge of instructional strategies. Knowledge of instructional systems design to develop and publish web-based learning materials or on-line tutorials. Assignments require comprehensive knowledge of distance learning methods and web-based academics. Knowledge and skills to evaluate adult learning with emphasis on outcome evaluation over time. Knowledge of and ability to apply the HPDM model, design and evaluation criteria to training plans, course materials and aids with the purpose of improving employee development. Knowledge of the human resource programs governing Personal Improvement Plans and Personal Development Plans to be able to guide and make recommendations to supervisors. Knowledge of complex computer sills, computer security computer network procedures. Ability to teach those skills to employees at all levels of the organization. Interpersonal skills to communicate effectively about all kinds of training issues to employees, supervisors, managers and vendors. Skills necessary to work effectively with various subject matter experts to design content and delivery mechanisms that meet the needs of the organization and the ability to lead and/or participate in highly specified task or group projects to a point of completion. Applies skills gained through developmental experience or relevant study in applying training development principles and techniques in a specialized area (e.g., course materials, instructional methods). Information necessary for assignments typically can be secured by application of conventional analytical and investigative techniques. Ability to design, evaluate, and develop employee development programs, training plans, course methods, materials and aids. Employee applies professional knowledge and skills in evaluating the soundness of project proposals, providing technical assistance on techniques and methodology, assessing project performance, and negotiating major changes in project plans. Ability to develop, evaluate, and plan programs utilizing current resources when possible to meet the training needs of Medical Center employees. Knowledge of software packages used in the Medical Center such as Word, Excel, Access, Power Point, etc. Ability to independently plan, organize and prioritize work assignments within timeframes established by management. Communication and interpersonal relations including the ability to appropriately and courteously relate to internal and external customers. Maintain confidentiality of patient/employee information, the medical center performance improvement program, and how to work and function in the medical center in a safe manner, includes infection control and correct operations of equipment. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (a)Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); (b) Supervising or administering a training program; (c) Development or review of training/course materials, aids, devices, etc., and evaluation of training results; (d) Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have I have a master's or equivalent degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related with a Major study in education or a subject area related to the position to be filled. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond specialized experience you have equivalent to the GS-07 level in Federal Service and divide that by 12 to determine the percentage of Specialized Experience. Then divide the number of appropriate graduate level education beyond the first year/18 semester hours by 18 to determine the percentage of graduate level education. Add the two percentages together, and they must equal or exceed 100%. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work required is generally sedentary in nature but includes standing, bending and carrying light or medium loads of papers, office files, supplies and equipment. Standing, moving and walking is also required when teaching or illustrating a procedure or process. In order to ensure that training is available to all employees, the incumbent is required to be available for weekend, evening and night shift duty. Fieldwork may involve traveling to meetings and sources of information. Work Environment: Work is usually performed in offices, meeting rooms, schools or similar settings. The work areas are adequately lighted, heated, and ventilated. Position may involve limited travel, including the normal everyday risks and discomforts of auto, bus, rail, and air transportation.
