Duties

Provides direct advisory services to senior level management officials and other bureau personnel in the areas of organizational management . Advises on curriculum development strategies and knowledge management principles, training program policies, regulatory requirements and procedures. Communicates and works with training coordinators or others from within or outside the organization on training programs and curriculum management. Proposes methods designed to fulfill training objectives, including alternatives and cost analysis; determines most effective training methods. Coordinates, tests, validates, and directs the final review of courses under development for educational adequacy, clarity, and accomplishment of objectives.

Qualifications

For GS-11: In addition to meeting the Individual Occupational Requirement, you must meet one of the following: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR one (1) year of specialized experience equivalent to the GS-9 level as a training administrator/specialist or in a directly related position. Examples of specialized experience is defined as: implementing or managing a training program utilizing a diverse array of instructional delivery methods, analyzing training needs, and managing/tracking expenses based on an annual budget. For GS-12: In addition to meeting the Individual Occupational Requirement, you must have: one (1) year of specialized experience equivalent to at least the next lower grade level GS-11 in the federal service. Specialized experience at this level is defined as: developing, implementing, and managing a training program utilizing a diverse array of instructional delivery methods, conducting and analyzing training needs, and developing and managing an annual budget based on set priorities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Education

This position has an Individual Occupational Requirement. You must have one of the following to meet the Individual Occupational Requirement:

1. Education

Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.

OR

2. Experience

Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:

  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
