This position serves as a Training Specialist in Education Services at the Carl T. Hayden VAMC, Phoenix, AZ. The Training Specialist provides advice and assistance to management concerning determination of training needs, sources of needed training, plans to meet needs, design and presentation of training and evaluation of results. Develops local functionality, implementation and management of the Learning Management System (LMS) program.
Duties
Duties of the position include but are not limited to:
Reviews and incorporates training mandates and guidelines from VHA, Joint Commission, OSHA and other accrediting body's mandates into education programs.
Participates in all phases of planning, implementing and administering a training program which is responsive to immediate and long-range needs and goals of the organization.
Analyzes overall training program and validates local programming, training needs and budgeting.
Coordinates a variety of contracted off-site training courses, on-site training courses, LMS offerings and staff conducted training to meet program needs.
Exercises responsibility for all facets of training program administration to include identification of training courses, dissemination of course information to individuals, answering inquiries concerning the nature and purpose of available courses, explaining eligibility requirements and procedures of application, maintaining liaison with VACO and maintaining documentation prescribed by higher and local authorities.
Prepares, reviews and/or monitors the organizations training budget, ensuring accurate and timely submission of budget plans and required financial reports.
Reviews and monitors expenditures and obligations within the training budget.
Maintains training vendor records and handles billings for training.
Reviews for accuracy and processes billing for training courses and materials.
Uses knowledge of federal billing payment procedures and vendor procedures to reconcile payment.
Prepares records and reports related to fiscal training resources, reviewing materials to ensure timely and appropriate payment.
Monitors and reviews obligations and expenditures and prepares statistical information to support the management's overall training budget.
Assigns national mandatory curriculum to new facility supervisors.
Provides instruction and guidance to new supervisors.
Monitors progression of training to meet the Director's Performance measure, and reports overall status to the HTM National Office, The VISN Program Office, and the facility Director's Office.
Coordinates and administers VISN and Facility Career Development Programs, including announcement, recruitment, evaluation, and selection of candidates and mentors for the VISN LEAD, the Facility LEAD, and the school At Work (SAW) Programs
Develops, coordinates, and administers the facility LEAD, and the SAW programs, to include facilitating all classes, meetings, projects, and site visits, and reports progress in meeting the Director's performance measures.
Provides Core Mentor Certification training to facility personnel in order to meet the required VHA HTM national standards.
Provides direction for the training and development aspects of medical center employment programs.
Proposes new policies and practices or establishes methods to modify, adapt, and/or refine guidelines to resolve specific issues/problems.
Answers questions of employees, supervisors and management based upon knowledge of regulations and policies and of similar situations and experiences.
Trains or ensures local LMS administrators, instructors, employees, staff, and supervisors are trained on LMS user interface and assists users with logging onto LMS to complete national mandatory training.
Ensures all training is properly recorded in LMS.
Troubleshoots issues regarding the LMS and on-line training, works with local IT staff to assure that all workstations are configured properly for LMS.
Reviews, analyses and evaluates training courses and programs to assess their quality and effectiveness.
Follows up on training to determine successful completion of courses.
Maintains training courses attendance records and ensures completion of training is properly recorded.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/01/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-11
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Apply skills in the principles, techniques and practices of adult learning. Design curriculums utilizing sequencing learning and knowledge of instructional strategies .Develop and publish web-based learning materials or on-line tutorials. Evaluate adult learning with particular emphasis on outcome evaluation over time. Apply the HPDM model, design and evaluation criteria to training plans, course materials and aids with the purpose of improving employee development. Guide and make recommendations to supervisors regarding Personal Improvement and Development Plans. Possess complex computer skills, computer security, computer network procedures and able to teach those skills to employees at all levels of the organization. Communicates effectively about all kinds of training issues to employees, supervisors, managers and vendors. Work effectively with various subject matter experts to design content and delivery mechanisms that meet the needs of the organization. Leads or participates in highly specified task or group to a point of completion. Designs, evaluates, and develop employee development programs, training plans, course methods, materials and aids. Provides technical assistance on techniques and methodology, assessing project performance, and negotiating major changes in project plans. Develop, evaluate and plan programs utilizing current resources when possible to meet the training needs of the Medical Center employees. Plans, organizes and prioritizes work assignments within timeframes established by management. relates to internal and external customers in a appropriately and courteously manner. Maintains confidentiality of patient/employee information. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.
GS-12

Physical Requirements: The work required is generally sedentary in nature but includes standing, bending and carrying light or medium loads of papers, office files, supplies and equipment. Standing, moving and walking are also required when teaching or illustrating a procedure or process. In order to ensure that training is available to all employees, the incumbent is required to be available for weekend, evening and night shift duty. Fieldwork may involve traveling to meetings and sources of information.
