Duties
This Writer-Editor position is located Operation Support, Enrollment Services and Vetting Programs, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Under direction of a senior team member or supervisor, writes and edits high-quality products that effectively explain the organization's stance on various issues. Uses and provides guidance to program offices on various word processing, desktop publishing, and electronic publishing programs/systems. Reworks draft responses to ensure accuracy, clarity, conciseness, and adherence to the organization's style guide.
Serves as a writer/editor supporting the researching, writing, editing, and coordinating of materials for signature by the organization's management officials. Supports the development and management of the organization's style guide, any applicable correspondence manuals, and correspondence standard operating procedures.
Participates in teams to review writing and editorial policies and guidelines, resolve style and editorial differences, and make recommendations for updating these requirements consistent with office priorities, program needs, and federal plain language best practices.
Participates in training program office personnel in effective writing practices. Assists in defining and developing tools to assist in writing processes (for example, checklists, templates, outline models).
Ensures proper format, punctuation, spelling and grammar. Reviews proposed publications for style, design, and similar editorial characteristics before release for printing, publication, or dissemination.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Note: The duties are at the full SV-I performance level.
Qualifications
To qualify at the SV- H (GS-12) grade level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-G (GS-11) in the Federal service you must meet one of the qualification requirements (A, B, or C) outlined below: Specialized experience MUST include all the following:
Experience reviewing text for grammatical, spelling, and usage errors and copyediting; accordingly, and
Experience routing and obtaining clearance for correspondence within an office.
OR
B. Education: Master's degree, Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree.
OR
C. Combining of Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification Requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
To qualify at the SV- I (GS-13) grade level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-H (GS-12) in the Federal service. Specialized experience MUST include all the following:
Experience developing, editing, and reviewing executive-level correspondence for leadership in an office; and
Experience drafting and editing short general-interest articles concerning national or transportation security for internal and external publications; and
Experience with routing correspondence and obtaining clearance across multiple offices or working groups.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
