Duties
This Writer-Editor position is located in Enterprise Support (ES), Operations Management (OM), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Under limited minimal direction of a manager or supervisor writes and edits high-quality products that effectively explain and interpret the Agency's stance on various transportation security issues.
Serves as the primary writer/editor supporting the researching, writing, editing, and coordinating of materials for signature by TSA management officials. Supports the development and management of the TSA Style Guide, Correspondence Manual and correspondence standard operating procedures, and leads associated training for employees across TSA - headquarters and field.
Acts as editorial advisor to program analysts and personnel in the Agency for condolence, retirement, and employee recognition correspondence signed by the Administrator in addition to other correspondence signed by TSA management officials. Helps to identify process improvements related to writing and review; provides solutions to program offices' writing challenges; reviews executive-level correspondence and reports for adherence to TSA, DHS, and component styles and standards; and advises program offices on correspondence standards and processes.
Participates in TSA teams to review writing and editorial policies and guidelines, resolve style and editorial differences, and make recommendations for updating these requirements consistent with office priorities, program needs, and federal plain language best practices.
Qualifications
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such specialized experience is defined as:
Independently researches, compiles, ensures accuracy and conveys complex written material of organizational/program's missions, functions; and
Drafts and applies editorial knowledge to review, analyze, edit, and rewriting of a wide range of executive-level, high visibility correspondences, policies, business cases and/or procedures.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
