In cities across the country, you would secure airports, seaports, railroads, highways, and/or public transit systems, thus protecting America's transportation infrastructure and ensuring freedom of movement for people and commerce.

Duties

This Writer-Editor position is located within Enterprise Support (ES), Information Technology (IT), Mission Support Division (MSD), Policy and Employee Training Branch (PET), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Additional duties include but are not limited to: Writes and edits high-quality products that effectively explain and interpret the Agency's stance on various transportation security issues. Uses and provides guidance to program offices on various word processing, desktop publishing, and electronic publishing programs/systems. Reworks draft responses to ensure accuracy, clarity, conciseness, and adherence to the TSA Style Guide. Serves as the primary write-editor supporting the planning, researching, writing, editing, and coordinating of materials for high-level and complex correspondence, reports, and other documents for signature by upper management officials at the highest levels at the Department of Homeland Security (DHS) and TSA. Defines and develops correspondence style guides, correspondence standard operating procedures, and associated training for employees across TSA headquarters and field organizations. Serves as the authoritative expert on executive-level correspondence production processes and standards often developing new and innovative approaches. Helps to identify process improvements related to writing and review; provides solutions to program offices' writing challenges; reviews executive-level correspondence and reports for adherence to TSA, DHS, and component styles and standards; and advises program offices on correspondence standards and processes. Ensures proper format, punctuation, spelling and grammar; reviews and approves proposed publications for style, design, and similar editorial characteristics before release for printing, publication, or dissemination. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as: Drafting, reviewing, and editing written communication products in accordance with governing publishing concepts, practices, or standards for an intended audience; AND Developing written information related to organizational programs, policies, or functions; AND Applies command of sources and research methods in developing authoritative information and programs, policies, functions, and research of the agency. To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I or GS-13 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as: Researching, analyzing, writing, editing and revising new policies and procedures; defining and expanding upon organizational policies, programs, research findings, or requirements; applying extensive interpretation of broadly stated and nonspecific guidelines (e.g., broad policy statements, basic legislation); AND Developing written speeches, briefings and various written products for senior level officials that articulate, interpret and explain complex information; AND Planning, preparing, drafting, editing, and proofreading internal and external high-level correspondence and communications. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
