Duties

This Writer Editor position is located Security Operations/Administrative Services/Administration, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Coordinates tracking updates, and ensures completeness and accuracy of information presented. Manages the content of periodicals, websites and other formats, selecting content themes and writing style materials for publications. Prepares oral briefings and written status for senior leadership and applies extensive knowledge of the topic area provided to ensure accuracy of all written materials and that they meet established standards for appearance and content. Identifies potentially controversial information and recognizes materials requiring review and input by senior staff, coordinating to ensure that potential conflicts are resolved prior to publication. Serves as a principal technical specialist and consultant on inter-agency teams or standing committees addressing how to best write and edit a wide range of complex data analytics that involve mission critical subject matter of a sensitive nature. The major duties described reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as: Assisting and editing content of reports, publications, directives, forms speeches, newsletters, press releases, correspondence, position papers, articles for publication and other information products; AND Advising on working groups, on matters relating to the development of written material in support of organizational missions, functions, processes and procedures; AND Applying knowledge of publishing and design software to layout and design for public affairs products; AND Researching Federal requirements, Executive Orders, or other policy changes for application to publication materials. To qualify for the SV-J Pay Band (equivalent to GS-14/15), you must have one year of specialized experience equivalent to the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as: Writing highly complex executive-level correspondence and editorial policies and practices, executive-level correspondence standards, and executive-level correspondence the production development lifecycle. Highly knowledgeable in writing and grammar to include development, coordination and maintenance of the TSA Correspondence Manual and Style Guide, as well as synchronization and application of the Government Printing Office standards, Federal Plain Language (Public Law 111-274), DHS standards, and the Chicago Style Manual. Applying knowledge and ability to edit electronic formats (for example, MS Office track changes, Adobe products, template management, electronic vetting, and version control techniques). Trained and considered highly knowledgeable of Web publishing and desktop publishing software, including: Share Point, Adobe Professional, and Adobe Create Suite (Photoshop, etc.). Ability to conduct research using sources such as the U.S. Federal Register for historical federal policy information. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
